Terhemen Andzenge

Regulation of Utilities and Reform

Dr. Terhemen Andzenge holds a Ph.D. in Public Law from the University of Cape Town, specializing in Energy Utilities Law and Regulation. He brings more than 25 years of experience across private and public sectors, with expertise in legal practice, corporate governance, and energy policy reform.

He began his career in private legal practice, focusing on corporate law and commercial transactions. Later, as General Manager Legal and Corporation Secretary at the Nigerian Mining Corporation, he managed legal issues, board matters, and joint venture relationships. For over 15 years, Dr. Andzenge played a central role in Nigeria’s energy reform, contributing to the development of new policy, legal, and regulatory frameworks for oil, gas, and electricity sectors, and driving legislative agendas for major reforms.

Dr. Andzenge has held several leadership positions, including General Counsel at the Bureau of Public Enterprises, Head of Strategy and Planning at the Presidency, and Head of Energy Desk and Infrastructure Regulation at the Bureau of Public Enterprises. He also served as Secretary of the Legal Committee for the Oil and Gas Sector Implementation Committee.

His policy leadership includes chairing federal committees for the National Competition and Consumer Protection Policy, the National Transport Policy, and initiatives to integrate electric power and gas development. He developed the initial draft of Nigeria’s National Oil and Gas Policy and prepared reform bills for key sectors, including competition, transport, petroleum, and infrastructure agencies. From 2013 to 2017, he served as a Federal Government Board Director at Egbin Power Plc, Nigeria’s largest power plant.

Dr. Andzenge is also active in academia and research. He has been a Visiting Scholar at the University of Cape Town and served on the research faculty at the Federal University of Petroleum Resources and Cosmopolitan University in Abuja. His career reflects a deep commitment to legal innovation, policy development, and institutional reform in Nigeria’s energy and infrastructure sectors.
